The attention of Heads of Departments is drawn to General Order No. 19 in regard to the appointment of personnel to an office, the initial salary of which is not less than $420, and does not exceed $1,000 per annum. It is requested that in future General Order lo. 19 will be complied with by Departments. Agreements in the proper form should be signed.
